Dr. Harry H. West, PE
Consulting Chemical Engineer
Process Automation Safety
Layer of Protection Analysis defines the potential need
for a good Alarm Management practice, safety instrumented system, and
final safety protective systems, such as pressure relief systems, explosion
barriers, and physical isolation.
Dr West has participated in a variety of these studies over the past
few years, emphasizing the development of a document which tests the
compliance of installed systems to major recognized standards, such
as the ISA 84 Series, IEC 61508/61511, the API pressure relief recommended
practices, EEMUA best practices, OSHA Process Safety Management, etc.
Documented compliance with industry standards and regulations, paragraph
by paragraph, assures management of the safety level of the facility.
The compliance summary document also is important in the event of an
internal corporate audit, government inspection, or as an MOC review
in the event of a potential change.
Experience and knowledge of computer process control systems and safety
instrumented systems is particularly important in assisting incident
investigation teams in large facilities to determine the sequence of
events leading up to the accident.
