Summary of Process Safety Management Project Experience
with particular emphasis on MANAGEMENT OF CHANGE
Dr. West has participated in many Process Safety Management (PSM) development
project teams over the past decade, both domestically and internationally.
The projects which contained or focused on MANAGEMENT of CHANGE (MOC)
issues are outlined below;
- PSM Procedure Documents which contained MOC procedures:
AMOCO Production, Mitsubishi Chemical, Zilkha Energy, Sartomer Chemical,
Norcen Explorer, South Hampton Refinery, Strategic Petroleum Reserve,
Halterman
- Baseline Audits which included MOC program evaluation includes
all of the above companies (at multiple locations)
- Developed the 2-day MOC continuing engineering education course
for both the American Institute of Chemical Engineers and Texas A&M
in the Chemical Process Safety series and lectured several times per
year, typically in conjunction with the four major AIChE technical
conferences. Also conducted many one day or ½ day MOC training
or MOC awareness focus group sessions for various companies.
- Developed and taught a PSM course which contained a section on
MOC. This 3 day short course is taught as open enrollment through
the continuing Engineering Studies program at the University of Texas
at Austin, Texas. Also taught this course at several corporate facilities
worldwide.
- Expert witness on several process accident litigations, where MOC
was considered a root cause
- Technical Conference sessions focused on MOC were developed for
the AIChE technical conferences on PSM, including the 1992/96 Plant
Process Safety Symposium. Also for the Mineral Management Service
SEMP (Safety Environmental Management Plan) initiative
- Engineering Document Management System (EDMS) development projects,
featuring MOC capability included: ChemShare, DiGraphics, Tandem Computer,
Bechtel
